State & Federal Carrier Permits

Carrier permits are a common reason for fines and violations. Every manager or proprietor must be aware of the renewal timeframe. This applies to owner-operators and of course house drivers. Some permits may be pertaining to taxes reporting, federal franchise state fee or some other for specific licenses.

A department of motor vehicles (DMV) is a government agency that administers motor vehicle registration and driver licensing. Additionally, the DMV licenses and provides oversight of private businesses and government organizations that provide driver and emission testing services. Finally, the division works closely with other state agencies and programs to provide information and education to serve the public and encourage voluntary compliance. Most DMV business can be started and completed online. 

Permits & Interstate Requirements

Any permits listed below may imply a waiting period between 3 to 60 days, preferably have a special agent detail the procedure and tardiness. 

UCR - Created by the Unified Carrier Registration Act of 2005 (UCR Act - 49 United States Code (USC) section 14504a), it replaces the former system for registering and collecting fees from the operators of vehicles engaged in interstate travel – the Single State Registration System (SSRS).

Road Taxes - Heavy Highway Vehicle Use Tax. Anyone who has registered or is required to register a heavy highway motor vehicle with a taxable gross weight of 55,000 pounds or more in their name at the time of first use on the public highways during the reporting period must file Form 2290, Heavy Highway Vehicle Use Tax Return.

IFTA State Permits (KY,NM,NY) - You qualify for an IFTA license if you operate your qualified motor vehicle in Texas and any other U.S. state or Canadian province that is a member of the International Fuel Tax Agreement. To qualify, your vehicle must meet the following weight requirements:

A vehicle used or designed to transport people or property is a qualified motor vehicle if it:

  • Has three or more axles; or

  • Has two axles and a gross vehicle or registered gross vehicle weight of more than 26,000 pounds or 11,797 kilograms; or

  • Is used in a combination that has a combined or registered gross vehicle weight of more than 26,000 pounds or 11,797 kilograms.

Carrier Operating Authority Creation

Operating Authority is a motor carrier’s right to operate a commercial motor vehicle to transport goods or passengers for-hire. The service includes LLC/INC creation, EIN#, DOT#, MC# (optional), FMCSA Portal & yearly controlled substances program (if CDL drivers are hired).

If the company is created in Texas or California, an additional DMV# is required. Afterwards, once your insurance policy is effective each unit will be registered accordingly.
